Purpose of this Document The purpose of this document is to set out the roles and responsibilities of the stakeholders involved in irrigation modernisation projects. The roles and responsibilities are specifically related to the accounting, reporting and auditing of associated water savings. These roles and responsibilities are consistent with Government Policies including the legislated roles and responsibilities of the various organisations in the Water Act 1989 and the Environmental Effects Act 1978. 3. Roles and Responsibilities The following sections outline the specific roles and responsibilities of the various organisations involved in water savings projects. These organisations include:i. the Project Proponent ii. the System Operator iii. the Minister for Water iv. the Department of Sustainability and Environment (the Department) v. Project Proponent The project proponent is the entity with the role of planning, designing and delivering the irrigation modernisation project including its various water savings interventions. The role of the Proponent is to: †¢ identify water saving opportunities. †¢ devise and develop the scope of projects in conjunction with the holder of the system operating water entitlement. †¢ seek all necessary approvals to works and endorsement of their associated water savings. †¢ identify potential environmental impacts and mitigation measures and consult with the appropriate environmental managers at a State and Federal level. †¢ quantify the volume of water savings to be generated by each intervention in accordance with the methodology outlined in the Technical Manual for the Quantification of Water Savings. †¢ prior to implementing the annual works program, and at reasonable intervals throughout the season if requested by the System Operator, calculate the estimated interim water savings for the current/future irrigation season for the purpose for setting this water aside for future allocation. †¢ communicate to the System Operator, the planned annual works program and changes as they occur. †¢ implement works in accordance with the works program. -3- †¢ communicate any significant departures from the planned works program, as it is implemented, to the System Operator. †¢ notify the System Operator and the Executive Director of Water Entitlements and Strategies (within the Department) of the volumes of water that are expected to be set aside (Interim Savings) and transferred (Long Term Savings) as result of each intervention being implemented. †¢ calculate the actual water savings arising from the works in accordance with the Technical Manual for the Quantification of Water Savings to determine both the interim and the long term water savings. †¢ report, as required, the projected interim and final water savings including any details of changes from the overall targeted volumes of water savings for the project or water savings intervention. †¢ arrange for an independent audit and report of the water savings utilising the independent auditor(s) awarded to the auditing of water savings by the independent panel in accordance with the Audit Process. †¢ advise the System Operator and Executive Director of Water Entitlements and Strategies (within the Department) on the outcomes of the water savings audit 3.2. Water Corporation The Water Corporation is responsible for assessing system losses on the longer term to ensure longevity of water savings realised through interventions associated with irrigation modernisation projects. The System Operator is to: †¢ ensure water delivery services can continue to be provided to water entitlement holders on the system. †¢ on the advice of the proponent, consult with system water users impacted by the agreed project works. †¢ provide water system asset information required to enable the Project Proponent to complete interim and long term water savings projections. †¢ apply to Minister for Water to amend/transfer part of the savings as water entitlement. †¢ operate and maintain the water delivery system in accordance with the agreed project objectives and ensure accountable water savings are sustainable and maintained in the long term. 3.3. Resource Manager The Resource Manager or Storage Operator, as defined in the relevant bulk entitlements, is responsible for managing and allocating the water resources in accordance with the bulk entitlements. This includes making and projecting seasonal determinations. The Resource Manager / Storage Operator is to: †¢ provide to the proponent, projections of annual water deliveries and allocations to enable the progressive calculation of interim water savings as the project is implemented. -4- †¢ manage and collect water delivery system flow (inflow and outflow) measurement data and make that data available t the Project Proponent. †¢ ensure provision of water related data to the Project Proponent and the Department is guaranteed through a quality assurance process. Where the data has been modified or filtered, provide both the raw and modified data including documentation of reasons for modification. †¢ at the start of each irrigation season, or progressively as agreed, set aside the amounts of water projected to be saved through the modernisation works. †¢ confirm the estimates of actual water savings provide by the Project Proponent and where necessary recommend an amendment to those savings for consideration by the Project Proponent. 3.4. Minister for Water and Associated Departments The Minister for Water is responsible for the water portfolio in the State of Victoria. The Minister oversees the policy direction with the support of the Department. The delivery of long term water savings and ensuring government water savings targets are met is a key responsibility of the Minister. The Minister for Water: †¢ has agreed to the Water Savings Framework and its associated Water Savings Protocols including its Technical Manual for the Quantification of Water Savings and the Water Savings Audit Processes †¢ will, with the support of the Department, update the Protocol to ensure continual improvement and the use of the best technical basis available at the time. †¢ will, with the support of the Department, amend and transfer Bulk entitlements (Water Act 1989) to represent the long term water savings realised through the modernisation program. 3.4.1. Department for Sustainability and Environment The Department supports the Minister for Water in the administration of the water portfolio in Victoria with respect to water recovery. The Department will: †¢ support the Minister for Water in developing a Technical Manual for the Quantification of Water Savings (Attachment 1) and the associated Audit Processes (Attachment 3). †¢ support the Minister for Water in amending and transferring bulk entitlements. †¢ recommend to the Minister for Water updates to the Protocols, particularity the Technical Manual for the Quantification of Water Savings to ensure continual improvement and the use of the best technical basis available at the time. †¢ convene a meeting with the System Operator and the Project Proponent and Department a minimum of every 6 months to review the application of the Technical Manual for the Quantification of Water Savings in Northern Victoria. -5- †¢ arrange for a Panel to establish a list of independent auditors which may be used to audit water savings estimates and related baseline data (both interim savings on annual basis and long term savings at the end of the water savings project). †¢ establish an agreed methodology for calculating the annual Long Term Cap Equivalent (LTCE) conversion factor to be used in long term water savings estimates. †¢ provide the Project Proponent (and System Operator if requested) with the Long Term Cap Equivalent conversion factors for particular years. 3.5. Minister for Planning and Community Development and Associated Departments The Minister for Planning and Community Development oversees the adherence of water savings projects to all relevant environmental legislation (both State and Federal). The Minister for Planning and Community Development will: †¢ assess environmental impacts of the works and measures proposed by the Project Proponent †¢ provided certain conditions are met, issue planning approvals for the works proposed by the Project Proponent (it should be noted that it is not the role of regulator to quantify the volume of water savings). 3.6. Minister for Environment and Associated Departments The Minister for Environment is responsible for management and mitigation of any undesirable impacts of the water savings project. The Minister for Environment has a responsibility to: †¢ work with environmental managers to consult on any potential environmental impact of works and seek multiple benefit projects †¢ provide advice to the Minister for Planning and Community Development on potential environmental impacts associated with works †¢ develop the principles for the planning and use of Requisite (Mitigating) Water to ensure net environmental gain to the project region. 3.6.1. Catchment Management Authorities (Environmental Managers) The Catchment Management Authorities (CMAs) have a charter to develop and oversee the implementation of Regional Catchment Strategies aimed at improving or at least maintaining catchment health and to, on behalf of the Minister for Environment, manage the environmental water entitlements. The role related to the environmental water entitlement includes: †¢ improving river and wetland health through the use of the Environmental Water Reserve and delivery of complementary works. †¢ working with the water savings Project Proponent to identify potential environmental impacts of the actions and potential mitigation measures proposed by the Project Proponent. -6- †¢ working with the Project Proponent and System Operator to seek multiple benefit projects and multiple project benefits. In instances where Parks Victoria is the owner or custodian of the land, the catchment responsibilities for the maintenance of catchment heath will be delivered through Parks Victoria. 3.7. Murray-Darling Basin Authority The Murray-Darling Basin Authority is responsible for integrated, sustainable management of water resources in the Murray-Darling Basin. Its role includes: †¢ ensuring appropriate water diversion accounting against the Murray-Darling Basin Cap on allowable annual diversions. †¢ developing and implementing of the Basin Management Plan which will be a strategic plan for the integrated and sustainable management of water resources in the Murray-Darling Basin. Details of the future role of the Authority in relation to water savings will be resolved as part of the Basin Plan. 4. High Level Process Diagram for Assessing Water Savings The quantification of water savings is undertaken in four separate stages or Phases of the water savings project, these phases are defined as follows: †¢ Phase 1: †¢ Phase 2: †¢ Phase 3: †¢ Phase 4: The initial â€Å"Business Case† long term estimates of water savings for the planned program of works The annual pre-works estimates of interim water savings to be set aside within the water savings account. The annual post-works measurement or verification of interim water savings able to be allocated from the water savings account. The end of program assessment of the overall long term water savings achieved through the modernisation program. Each of the Phases, and the steps which are required to quantify the water savings under these Phases, is described in detail within the Technical Manual for the Quantification of Water Savings. Figure 3 schematically describes the roles and responsibilities of the above mentioned organisations in estimating, measuring, verifying, and reporting water savings associated with irrigation system modernisation programs. The Milky Way and Andromeda Galaxies The optical morphology of galaxies varies according to environment. In a rich cluster, galaxies will usually be elliptical, S0 and cD galaxies. In lower density regions irregular and spiral galaxies are more commonly found. Such low density regions include near the edges of galaxy clusters, in groups, on the outer edges of rich clusters, or as a relatively isolated galaxy. Examples of irregular galaxies that follow this pattern include those in the Local Group (e.g. NGC3109, Sextans A and B) and the irregular galaxies that can be found on the outskirts of the Virgo Cluster. In high density regions there is the likelihood of more interactions that could lead to alterations in morphology, for example galaxy-galaxy and galaxy-cluster interactions. These types of interactions could explain why there are fewer spiral galaxies in high density regions. The merging of two spiral galaxies of similar size is thought to result in the formation of an elliptical galaxy. Spiral galaxies that fall into the intracluster medium are thought to lose a significant proportion of their interstellar medium due to the effects of ram pressure stripping, resulting in a S0 or dwarf spheroidal galaxy. In the centre of a rich galaxy cluster it is common to find a luminous elliptical galaxy (such as M87 in the Virgo cluster), these are likely to have formed from the merger of several smaller galaxies and in some cases can result in the formation of a cD galaxy. An example of the morphological distribution of galaxies in a rich cluster can be seen in the Virgo cluster which has the c D galaxy M87 at its centre and a high proportion of elliptical and S0 galaxies surrounding M87. The impact that environment has on dwarf galaxies is not so well known since these galaxies are fainter and thus more difficult to observe. 1b) The luminosity of galaxies also varies with optical morphology. On average spiral and irregular galaxies are brighter than ellipticals or S0 galaxies of a similar mass. Spiral and irregular galaxies have a higher content of very young stars whereas S0 and elliptical galaxies contain older, less bright stars. However, since galaxies can vary significantly in size then the luminosity needs to be looked at over a range of galaxy types and sizes. Elliptical galaxies exhibit the widest variation in size and luminosity. The luminosity of ellipticals can be in the range 3 x 105 to 1011Lsun and this is due to them ranging in size from extreme dwarfs to cD galaxies. A dwarf elliptical such as M32 has a luminosity of 1.995 x 109Lsun (source: Grebel, 2003) and a cD galaxy such as NGC 6166 has a luminosity of 3.7 x1011Lsun (source: Bender, 2015). There is less variation in size for spiral galaxies and they can only be found as large or giant systems, consequently spiral galaxies have luminos ities over the range 108 to 2 x 1010Lsun. A typical spiral galaxy such as the Milky Way has a luminosity of 2.5 x 1010Lsun (source: Grebel, 2003). Irregular galaxies have luminosities in the range 107 to 109Lsun and therefore are not as bright as some of the giant spirals. In the Local Group there are dwarf irregular galaxies such as NGC 6822 which has a luminosity of 9.4 x 107Lsun and larger irregular galaxies such as the Large Magellanic Cloud which has a luminosity of 2.5 x 1010Lsun (source: Grebel, 2003). . The Milky Way and Andromeda are due to merge with each other in approximately 2 billion years. As the two galaxies get closer the biggest changes will be caused by the gravitational effects of the two galaxies and the friction caused between the gas and dust. These early effects will result in the shape of the galaxies being altered when stars are forced out of their orbits. Ultimately, how both galaxies are affected by the merger process will be dependent on the collision angle, speed of the galaxies, their size and composition. Material from the outer disks of both galaxies will be stripped off and form tidal tails. During the merger process the orbits of the stars will become random and have little order. It is unlikely that any stars will collide with each other as they are so far apart. However, some stars will be ejected from the final galaxy. As the galaxies collide clouds of hydrogen gas will accumulate and be compressed enough to trigger gravitational collapse and thus begin the star formation process. During the merger process the dark matter is unlikely to interact and will remain unchanged. The Sun will be moved from its present orbit and is likely to end up in the outer halo of the newly formed galaxy at a radius >30kpc as part of an extended tidal tail. There is also the small possibility that the Sun could be ejected from the galaxy altogether. As the two black holes at the centre of each galaxy approach within 1 light year of each other they will begin to emit gravitational waves. This energy will radiate out, affecting the orbits of stars. It is possible that the gas accumulated by the black hole merger could create a luminous quasar or an active galactic nucleus in the centre of the newly formed galaxy. Since the Milky Way and Andromeda galaxies are similar in size, then their spiral structures will be destroyed during the collision and the new single larger system will result in a giant elliptical galaxy.

Other people can think of it in a negative way, as a woman who is too high strung and opinionated. The word feminist is actually a female who has opinions on the way her sex is treated. Modern feminism will be discussed, along with using some examples such as Susan B. Anthony.   Ã‚  Ã‚  Ã‚  Ã‚  As to the history of feminism, the beginning will be with what is called the â€Å"Feminist Revolution† (Rappaport 28). This revolution began in 1837 in New York. Women banded together for the first time at an anti-slavery convention. These women were considered â€Å"abolitionists† after being humiliated at a conference in Britain for being unladylike. Lucretia Mott and Elizabeth Cady Stanton organized the first Women’s Rights Convention in Seneca Falls, New York in 1848. This conference demanded woman suffrage, equality for wives, and the right to practice any profession they chose. Some feminists include Elizabeth Blackwell, Sojourner Truth, Emma Willard, Frances Wright, Mrs. Stanton, Ms. Mott, Mrs. Adams, and Susan B. Anthony.   Ã‚  Ã‚  Ã‚  Ã‚  A brief moment should be spent on a few of the notable women. It started with Emma Willard; she opened up the door for girls to get the same education as boys. She opened schools for females only. Following her is Elizabeth Blackwell. Ms. Blackwell pushed open the doors for women to be professionals. She became the first woman doctor to earn her MD in 1849 (Archer 47). Francis Wright was a Scottish-American reformer who advocated equal education for women. She once stated, â€Å"Unless women assume the place in society which good sense and good feeling alike assign to them, human improvement must advance feebly.† Her words gave influence to women to earn their first college education.   Ã‚  Ã‚  Ã‚  Ã‚  Other than Ms. Anthony there are three very notable women: Mrs. Elizabeth Cody Stanton, Mrs. Sojourner Truth, and Mrs. John Adams. The three ladies advanced the movement so far that, without them, women would not be anywhere near the liberty of today. Mrs. Stanton began the revolution of women; and also started the Women’s Rights Conventions. It was at one of these conventions in 1851 that a freed black female slave named Sojourner Truth spoke. It was probably the most famous speech ever remembered ... ...ovement seems to have turned on women and away from men. There is more of a fight over moral issues and less about rights. Susan B. Anthony once said, â€Å"Failure is impossible.† Today’s suffrage efforts are continuing with her drive and now have a larger base of support. When today’s suffragists speak to the House or Senate, they at least can address women as well as men in these bodies. This is what Ms. Anthony wanted to accomplish. The Manhattan Project :: essays research papers

The Manhattan Project   Ã‚  Ã‚  Ã‚  Ã‚  Nuclear research all started when the Japanese bombed Pearl Harbor, and the United States entered into World War II. When the United States realized that Germany attempted to build an atomic bomb, Americans began to concentrate on their research about creating an atomic bomb more heavily. President Franklin D. Roosevelt created the Manhattan Project, which included a group of top scientists, under General Leslie R. Groves, who worked around the clock to try to develop an atomic bomb within three years (Bondi 493). The Americans and the British combined their efforts to research the development of the bomb and created plants and factories to work in (â€Å"The Atomic Bomb†¦Ã¢â‚¬  257). They created plants for three separate processes: electromagnetic, gaseous diffusion, and thermal diffusion. These plants helped create the plutonium and uranium 235 needed to manufacture the atomic bomb (Gerdes 142). The secrecy of the Manhattan Project was essential in order to develop the atomic bombs to end World War II. The United States and Great Britain kept the development of the atomic bomb a secret (Bondi 493). In order to keep the secret, Groves spread the work out between laboratories so that the people working on the bomb could not figure out they were manufacturing. The members of the Manhattan Project asked the scientists questions about the bomb, and they gave answers back, but they did not know what the responses were for. The project consisted of so many restrictions for the employees in order to keep the secrecy of the project. They could not hold private conversations about the material they were working on because after awhile, people might have been able to put it together and determine that they were creating a bomb. Employees worked on tasks that had nothing to do with what the others around them were doing. Even the officials on the War Production Board remained unaware of the bomb (â€Å"The Atomic Bomb†¦Ã¢â‚¬  258). As with everything, problems occurred during the development process. The plutonium needed for the bombs was only in microscopic sizes, which was very difficult to handle. Plutonium’s properties were unknown, and scientists knew very little about uranium 235. The plants needed to be run by machinery because the materials were â€Å"radioactive, poisonous, violently corrosive, or all three† (Gerdes 143). After scientists studied and became familiar with plutonium and uranium 235, they were able to begin the manufacturing process (Gerdes 91).
